1. tailor to, be tailored to 둘 다 맞습니다. tailor 뒤에 반드시 목적어가 와야 한다고 생각하면 be tailored to가 맞겠지만, 그냥 tailor to the needs의 형태로도 쓰입니다.
2. until the end of the month 자체가 기한을 말한다고 생각하면 됩니다. 굳이 time을 붙일 필요가 없습니다. '이 달 말까지'를 돈을 마련할 기한으로 갖고 있다는 뜻이죠. have 다음에 바로 전치사가 나와서 이상하다고 생각하시는 것 같습니다만, until the end of the month를 부사구로만 생각할 필요는 없습니다. 일상 대화에서 얼마든지 쓸 수 있는 문형입니다. 예를 들어 I have by the end of this week as a deadline.처럼 말해도 아무 문제가 없습니다.
