1. 글쓴이는 through를 throughout 혹은 until의 의미로 쓰고 있습니다. '블랭크파인의 시대까지 내내'라는 뜻이죠. 특히 구어에서 through를 until의 의미로 쓰기도 하므로, 충분히 이해할 수 있는 표현이라고 생각합니다.
2. 이 부분은 의미는 알겠으나 어법상 바람직하지는 않아 보입니다. 지금까지 그래왔고 앞으로도 계속 드럴 것이다 라고 말하려면 have behaved and will continue to (behave) 라고 해야 의미가 명확합니다. 문장을 in the past라고 시작했으므로 문장 전체에 과거 이야기가 나오는 것이 맞는데, have and will continue to 처럼 in the past와 충돌하는 두 가지 시제를 나열했으므로 그 부분도 바람직하지 않습니다. 하지만 전반적인 내용은 '예나 지금이나 금융계가 스스로 규제한다는 것은 불가능한 일이다'로 이해할 수 있습니다.
