not because A but because B는 A가 아니라 B 때문이라는 뜻이죠.
그러니까 actual location, 즉 실제로 그 장소를 보고 싶기 때문에 방문하는 것이 아니라 there was a film shot there, 즉 거기서 찍은 영화가 있기 때문에 방문한다는 의미입니다.
not이 앞쪽에 붙어 있기 때문에 혼동을 줄 수도 있지만, 문맥상 가장 일반적인 not because A but because B 구문으로 이해하시면 되겠습니다.

Zelda Tinska, an actress from the film, said that she honestly thinks that the West is a society which is obsessed with fame and celebrity. People do not visit the beach because they want to see the actual location but because there was a film shot there ? and Thailand is an amazing country and there are many other beaches as beautiful as Maya Bay.
위구문에서 people do not visit~there was a film shot there부분이 이해가 안됩니다.
